Introduction

The school improvement (SI) monitoring and brokering grant was announced on 30 November 2016. The grant has been allocated to local authorities since September 2017 to allow them to continue to monitor performance of maintained schools, broker school improvement provision, and intervene as appropriate. This document sets out allocations to cover the period April 2022 to August 2022.

On 29 October 2021, we launched a consultation on future of the grant beyond March 2022. This proposed that in future these functions be funded from maintained school budgets and that we reduce the grant by 50% in 2022 to 2023 ahead of full removal in 2023 to 2024.

The consultation closed on 26 November 2021 and we published our government response ‘Reforming how local authority school improvement functions are funded’ on 11 January, announcing we would implement the proposals consulted on.

Modelling

Please note that:

  • funding is distributed to all eligible local authorities (excluding City of London and Isles of Scilly) to cover the period April 2022 to August 2022

  • the minimum amount of funding a local authority can receive for the period September 2021 to August 2022 is £50,000

  • local authorities who received the minimum amount of funding in October 2021 and who are due to receive the minimum amount of funding for the whole of academic year 2021 to 2022 will not receive an additional grant allocation

  • the allocations are made on a per eligible school basis for those schools deemed open on 1 April 2022

    • eligible schools are schools run by local authorities, including special schools and PRUs, for pupils aged 5 to 16

    • the list used was extracted from Get Information About Schools as at April 2022

  • the general labour market area cost adjustment (GLM ACA) factor used matches the ACA used in the central school services block of the 2021 to 2022 national funding formula

Methodology

Please note that:

• for each local authority, the number of eligible schools was multiplied by its GLM ACA rate to calculate a weighted number of schools

• each local authority’s number of weighted eligible schools was multiplied by the weighted school funding unit of £665.52 to calculate the initial grant allocation for the period April 2022 to August 2022 – that is 50% of the pro-rated per school funding levels when the grant was established in October 2017

• this initial grant allocation for each local authority was added to their provisional grant allocation calculated in October 2021 to give a total preliminary allocation for the period September 2021 to August 2022. This figure is calculated before the minimum funding of £50,000 is applied

• any local authorities falling below the minimum amount of funding for the academic year 2021 to 2022 will be checked against the final allocations made in October 2021 to ensure that they received the minimum funding in full, and will not receive an additional grant allocation in April 2022

• any local authorities who received the minimum of funding in October 2021 but are due more than the minimum for the whole academic year will receive an additional grant allocation calculated as the initial allocation for the full academic year less the minimum funding of £50,000 already paid

• local authorities who received more than the minimum funding level in October 2021 will receive their initial allocation for the period April 2022 to August 2022 in full

Payments

The allocations covering this period will be paid in in April 2022.
