Jonathan Hall KC, the government’s Independent Reviewer of Terrorism Legislation reviewed the operation of the Counter-Terrorism (International Sanctions) (EU Exit) Regulations 2019. His report assesses the operation of the asset freeze provisions in these regulations and makes a number of recommendations to the UK government. 

This page provides both the report and the UK government’s response to it. 

Since this report was completed, the Counter-Terrorism (International Sanctions) (EU Exit) Regulations 2019 have been used to make 13 designations on 14 November and 13 December 2023. Find out more:
