Details
In December 2022 HM Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS), the College of Policing and the Independent Office for Police Conduct (IOPC) published a report in response to the super-complaint submitted by the Tees Valley Inclusion Project. This super-complaint was about the police response to victims of sexual abuse from ethnic minority backgrounds who may be at risk of honour-based abuse.
The report made recommendations to chief constables, police and crime commissioners or equivalents and the National Police Chiefs’ Council (NPCC). The report also included actions for the College of Policing regarding their own work. The details of these recommendations and actions are listed in How the police respond to victims of sexual abuse when the victim is from an ethnic minority background and may be at risk of honour-based abuse.
Information on whether organisations have accepted the recommendations made to them is provided in the responses from the National Police Chiefs’ Council and the Association of Police and Crime Commissioners. Information on the actions for the College of Policing is provided below.
College of Policing
Action 1 (Part of Recommendation 1)
This action was for the College of Policing to update its existing sexual abuse authorised professional practice to include the risk of honour-based abuse.
Response
The College of Policing has revised its Authorised Professional Practice: Major Investigation and Public Protection on Rape and Sexual Offences, to include a briefing note for police first responders to a report of rape or sexual assault which specifically include the risk of honour-based abuse.
Action 2 (Part of Recommendation 3)
This action was for the College of Policing to consider (with the NPCC) how the super-complaint investigation findings could be incorporated with ongoing work to develop data standards for all protected characteristics.
Response
The College of Policing is progressing work with the NPCC to develop data standards for all protected characteristics. Proposals are due to be considered by the NPCC in May 2023 and once agreed the College of Policing will produce guidance for its use.
