Independent research forms an important part of the Low Pay Commission’s evidence base in making recommendations on the National Minimum Wage. The three projects published here were commissioned by the LPC to inform its work in 2023.

  • The research by YouGov explores the views of low-paid workers relating to changing roles, employers, or hours of work, and the barriers they face in doing so. It draws on qualitative interviews with low-paid workers and two surveys of low-paid, and of higher-paid workers.

  • The research by NIESR explores pay setting in four low-paying sectors – agriculture, cleaning, hospitality and retail. It aims to answer questions around the factors employers consider when setting pay, how they NMW influences this and what other factors affect pay-setting.

  • The research by London Economics explores a range of machine-learning techniques to understand which groups of workers are more likely to be minimum wage workers.
