1. Animal in Science Committee: Review of harm benefit analysis in the use of animals in research, recommendations for ASRU

Dear Professor Main,

The Government welcomes the Animals in Science Committee’s (ASC) consideration of the harm-benefit analysis and would like to thank the Committee for the time they have spent on the review.

The ASC report provides twenty-seven recommendations, seventeen of which pertain to the regulatory framework around the Animals (Scientific Procedures) Act 1986. The Home Office accepts the 17 recommendations in full; the response to the recommendations is set out in Annex A.

Your recommendations are timely because we have delivered our new electronic licensing system this year. We are taking this opportunity to continue to review and improve project evaluation, the cornerstone of which is harm-benefit analysis. Progress on the adoption of the recommendations will be reviewed by ASRU and reported to you in 12 months.

I am most grateful to you and your team for supporting this work and I look forward to ongoing dialogue.
