Member appointments to the Administration of Radioactive Substances Advisory Committee (ARSAC)

Dr Kevin Bradley, Dr Thomas Gruning and Mr Danny McCool have been re-appointed as members of ARSAC for 3 years from 1 April 2017.

The appointments will involve a time commitment of 2 Committee meetings per year and approximately 1.5 hours per week. There is no remuneration for the roles, but members are entitled to allowances for travel and subsistence at rates set by ARSAC in line with current government policy.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. None have declared any political activity.

Chair and medical director appointment to the Advisory Committee on Clinical Excellence Awards

Mr William Worth has been re-appointed as chair of the Advisory Committee on Clinical Excellence Awards for 1 year from 1 April 2017.

Dr Mary Armitage has also been re-appointed as medical director of the Advisory Committee on Clinical Excellence Awards for 2 years from 1 April 2017.

These re-appointments will continue to involve a time commitment of, on average up to around 2 days per week. Remuneration for these roles will continue to be at a rate of £52,540 per annum.

These re-appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

Appointments to the Human Fertilisation and Embryology Authority (HFEA)

Bobbie Farsides has been appointed as a member of the HFEA for 3 years from 22 November 2016. The appointment involves a time commitment of 3 days per month and remuneration at a rate of £7,883 per annum.

Margaret Gilmore has been appointed as deputy chair from 1 November 2016 and Anita Bharucha has been appointed as Audit & Governance Committee (AGC) Chair from 1 January 2017, until both their current terms end on 31st March 2018. The deputy chair receives remuneration of £8,630 per annum and AGC chair £13,137 per annum.

These appointments were made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointments are made on merit and political activity played no part in the decision process. Chair appointment to the British Pharmacopoeia Commission

Professor Kevin Taylor has been reappointed as the chair of the British Pharmacopoeia Commission for 4 years from 1 October 2017.

The appointment will involve a time commitment of 3 meetings per year, including preparation time, and attendance at European Pharmacopoeia Commission meetings as required (usually 3 3-day meetings per year). Remuneration is £500 per meeting attended, including preparation time.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

Member appointment to the Food Standards Agency (FSA)

Mr Ram Gidoomal has been re-appointed as a member of the FSA for 1 year from 1 May 2017.

The appointment will involve a time commitment of 36 days per annum. Remuneration for the role will be at a rate of £10,772 per annum.

This re-appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

Chair appointment to the National Institute for Health and Care Excellence

Professor David Haslam’s appointment as chair of the National Institute for Health and Care Excellence (NICE) has been extended for 3 months, or until a new chair is appointed, with effect from 1 April 2017.

His appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will continue to be at a rate of £63,000 per annum.

The appointment was made on merit and political activity played no part in the decision process. However, there is a requirement for appointees’ political activity (if any declared) to be made public. David has not declared any political activity.

Member appointments to the Pay Review Body Northern Ireland

David Bingham has been appointed as Northern Ireland member of the Pay Review Body on Doctors’ and Dentists’ Remuneration. Patricia Gordon has been appointed as Northern Ireland member of the NHS Pay Review Body.

Both started on 1 November 2016 and their terms are due to end on 31 March 2020. The appointments will involve a commitment of 15 meetings per year. Remuneration for the roles will be at a rate of £300 per meeting for preparation and attendance at meetings.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointments are made on merit and political activity played no part in the decision process. Member appointments to the Independent Reconfiguration Panel

The following people have been appointed as members of the Independent Reconfiguration Panel:

• Helen Thomson (clinical member) – for 4 years from 1 September 2016
• Diane Davies (lay member) – for 3 years from 1 December 2016
• Mary Elford (lay member) – for 3 years from 1 December 2016

It will involve a time commitment of 1 to 2 days per month. Remuneration for the roles will be at a rate of £140 per day for preparation and attendance at meetings.

The following people have been appointed as non-executive directors of NHS Digital (previously the Health and Social Care Information Centre) with effect from 1 January 2017:

Non-executive member appointments to Public Health England (PHE)

Sir Derek Myers has been reappointed as a non-executive member and chair of the Audit and Risk Committee of PHE for a second term of 4 years from 1 June 2017.

The terms of Professor George Griffin and Ms Poppy Jaman have been extended for a further 6 months from 1 June 2017.

These appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum, with the exception of Derek Myers who will receive £13,137 as Chair of the Audit and Risk Committee.

Non-executive director appointment to the NHS Litigation Authority (NHSLA)

Mr Mike Pinkerton has been appointed as a non-executive director of the NHSLA for 3 years from 16 January 2017.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Professor Ray Kemp and Ms Helen Warner have been appointed as members from 1 November 2016 for 3 years. The roles will involve a time commitment of up to 4 days per year.

There is no remuneration for these posts. However, expenses will be paid in line with Department of Health policy.

Chair and independent member appointment to the Office for Strategic Coordination of Health Research (OSCHR)

Dr Eliot Forster has been appointed as an independent member for 3 years from 1 January 2017. The role will involve a time commitment of 5 days per year.

There is no remuneration for this post. However, expenses will be paid in line with Department of Health policy.

Professor Sir John Bell’s appointment as the chair of OSCHR has been extended for 1 year from 1 April 2017. The role will continue to involve a time commitment of approximately 24 days per year. The remuneration will remain at £16,180 per year.

Member appointment to the Scientific Advisory Committee on Nutrition (SACN)

Dr Ken Ong has been appointed as a member the SACN for 3 years from 1 January 2017. He will also chair the SACN’s Subgroup on Maternal and Child Nutrition (SMCN). The role will involve a time commitment of approximately 10 days per year, including at least 3 meetings per year.

Non-executive director appointments to NHS Blood and Transplant (NHSBT)

Lord Jonathan Oates has been appointed as a non-executive director of NHSBT for 3 years from 1 March 2017.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role is at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Non-executive director appointments to the Care Quality Commission

Jora Gill has been appointed as a non-executive director of the Care Quality Commission (CQC) for 3 years from 1 November 2016.

His appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum.

Jane Mordue has been appointed as a non-executive director of the CQC and Chair of Healthwatch England, (a sub-committee of the CQC) for 2 years from 1 December 2016.

Her appointment will involve a time commitment of 2 days per week. The total remuneration for both roles will be at a rate of £30,000 per annum.

Non-executive director appointments to NHS Digital

Dr Sarah Blackburn and Sir Ian Andrews have both been re-appointed as non-executive directors of NHS Digital (previously known as the Health and Social Care Information Centre) for 2 years. Sarah’s re-appointment was from the 15 September 2016 and Sir Ian’s is from 1 January 2017.

The appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for Sarah will continue to be at a rate of £13,137 per annum for chairing the Assurance and Risk Committee. Sir Ian will continue to receive £13,137 per annum which reflects his role as Chair of the Information Assurance and Cyber Security Committee.

Mark Ellerby and Andrew Flanagan have been re-appointed as non-executive directors of the NHS Business Services Authority with effect from 1 April 2017. Mark for 1 year and Andrew for 3 years.

Chair and member appointments to the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM)

Dr Gill Clare, Professor Shareen Doak, Mrs Philippa Hardwick and Dr Michael O’Donovan have all been re-appointed as members of COM for 3 years from 1 June 2016. Dr David Lovell has been re-appointed as chair of COM for 3 years from 1 November 2016.

The appointments will involve a time commitment of around 3 days per year. Members will received an attendance fee of £123 per meeting plus a reading fee of £30 per meeting, and the Chair will receive an attendance fee of £158 per meeting and a reading fee of £40. The fees will be paid for the first 12 months of their re-appointment period only, after which, no fees will be paid.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Non-executive director appointment at NHS England (NHSE)

Joanne Shaw has been appointed as a non-executive director, who will also chair the Audit and Risk Assurance Committee, at NHS England for 4 years from 1 September 2016.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £26,272 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Sharmila Nebhrajani has been re-appointed as the chair of the Human Tissue Authority for 3 years from 1 April 2017.

The appointment will involve a time commitment of 2 to 3 days per week and remuneration for the role will be at a rate of £42,000 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Commissioner and chair appointments to the Commission on Human Medicines (CHM)

Dr Siraj Misbah has been re-appointed as a commissioner and Professor Stuart Ralston has been re-appointed as the chair, of the Commission on Human Medicines for 4 years from 1 July 2016 and 12 January 2017 respectively.

The chair is currently remunerated at a rate of up to £500 for preparation and attendance at CHM Meetings, and commissioners receive up to £325 per meeting. The time commitment is 30 days per year for the chair and 22 days for a commissioner, which includes 11 meetings per year for both.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Professor Dame Valerie Beral, Professor Sir Alexander Markham and Professor David Webb have each been re-appointed to the MHRA for a second 3-year term from 1 September 2016.

These appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the roles will continue to be at a rate of £7,883 per annum.

Chair appointment to the Committee on Carcinogenicity of Chemicals in Food, Consumer Products and the Environment (COC)

Professor David Harrison has been appointed as chair from 1 May 2016 for 3 years.

The role will involve a time commitment of 3 meetings per year. There is no remuneration for this post. However, expenses will be paid in line with Department of Health policy.

Appointments to Pay Review Bodies

Professor Sir Paul Curran has been re-appointed as chair of the Review Body on Doctors’ and Dentists’ Remuneration for 3 years from 1 April 2016.

His appointment will continue to involve a time commitment of around 15 days per year, plus preparation time for reading meeting papers. Remuneration for the role will continue to be at a rate of £350 per day for preparation and attendance at meetings.

In addition, 2 members have been appointed to the Review Body on Doctors’ and Dentists’ Remuneration with effect from the 1 June 2016: Lisa Tennant as a Scottish Member for 4 years; and Professor Kevin Lee (for a second term) as an Economist member for 3 years.

Jonathan Wadsworth has been appointed as a member of the NHS Pay Review Body with effect from 1 March 2016 for 4 years.

All the member appointments will involve a time commitment of around 15 meetings per year. Remuneration for the roles will be at a rate of £300 per day for preparation and attendance at meetings.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. None have declared any political activity.

Lisa Tennant is also a board member of the Scottish Police Authority and non-executive director of NHS Ayrshire & Arran.

Non-executive director appointment to the NHS Business Services Authority

Debra Bailey has been appointed as a non-executive director of the NHS Business Services Authority for 3 years from 1 June 2016.

The appointment will involve a time commitment of 2 to 3 days per month. Debra has declined to accept the remuneration for this role.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. This appointment was made on merit and political activity played no part in the decision process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Debra has not declared any political activity and does not hold any other ministerial public appointments.

Chair appointment to Health and Social Care Information Centre

Noel Gordon has been appointed as chair of the Health and Social Care Information Centre (to be known as “NHS Digital” from July 2016) for 4 years from 1 June 2016.

The appointment will involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £63,000 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Noel has not declared any political activity. Noel is also a non-executive director of NHS England.

Chair and members appointments to Scientific Advisory Committee on Nutrition (SACN)

Dr Ann Prentice has been reappointed as chair from 1 June 2016 for 4 years.

The following members have all recently been re-appointed:

• Mrs Gemma Paramor from 1 May 2016 for 2 years
• Professor Monique Raats from 1 August 2016 for 2 years
• Ms Gill Fine from 1 August 2016 for 2 years
• Professor Hilary Powers from 1 November 2016 for 3 years
• Professor Angus Walls from 1 November 2016 for 3 years
• Professor Ian Young from 1 November 2016 for 3 years

The chair will continue to receive a fee of £200 per meeting and members will continue to receive a fee of £160 per meeting. Expenses will be paid in line with Public Health England policy. The time commitment will continue to be for up to 10 days per year, including at least 3 meetings per year.

Non-executive director appointments to Health and Social Care Information Centre (HSCIC)

Sir Ian Andrews’ and Sir Nick Partridge’s appointments as non-executive directors of the HSCIC have been extended from the 1 April 2016 to the 31 December 2016.

The appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the roles will continue to be at a rate of £7,883 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Both have not declared any political activity.

Sir Ian was also formally appointed by the Defence Secretary as a conservator of Wimbledon and Putney Commons.

Non-executive director appointments to National Institute for Health and Care Excellence (NICE)

Elaine Inglesby-Burke has been appointed as a non-executive director of the NICE for 4 years from 1 April 2016.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointment was made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Elaine has not declared any political activity.

Non-executive director appointments to NHS Improvement

Professor Dame Glynis Breakwell, Laura Carstensen and Richard Douglas have been appointed as non-executive directors of NHS Improvement for 4 years from 1 April 2016. Richard Douglas will also have responsibility for chairing the Audit and Risk Committee, a joint committee of Monitor and the NHS Trust Development Authority (NHS TDA).

NHS Improvement brings together Monitor, the NHS TDA and patient safety and improvement functions from across the NHS framework, under one single leadership and operating model, and a single board.

These appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum, with the chair of the Audit and Risk Committee receiving £13,137 per annum.

Following changes to regulations (which came into force on 1st April 2016), NHS Improvement non-executive directors have been formally appointed to both Monitor and the NHS TDA boards. As a result, from the 1 April 2016, the following people will also be appointed as non-executives of both Monitor and the NHS TDA, with their time commitment and remuneration for both roles combined remaining the same:

• Lord Ara Darzi, Lord Patrick Carter and Sigurd Reinton, currently Monitor non-executive directors, will also be appointed to the NHS TDA
• Sarah Harkness and Caroline Thomson, currently NHS TDA non-executive directors, will also be appointed to Monitor.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Professor Breakwell, Laura Carstensen, Richard Douglas, Sigurd Reinton, Sarah Harkness and Caroline Thomson have not declared any political activity. Lord Carter is a Labour Peer. Professor Lord Ara Darzi of Denham is a Labour peer and former Labour Minister.

Professor Breakwell is also a non-executive director of the Student Loans Company and a non-executive director of the Economic and Social Research Council. Laura Carstensen is also a commissioner of the Equality & Human Rights Commission and a trustee of the National Museums Liverpool. Lord Carter is also chair of the Property Advisory Panel and a member of the cross-government Efficiency and Reform Board.
