In October 2021, HMRC’s Accounting Officer undertook a review of the Border Systems Transition Programme.

This programme:

  • made changes to UK IT systems such as Customs Handling of Import and Export Freight (CHIEF) and the Customs Declaration Service (CDS), products and processes

  • introduced new systems and services to support government policy objectives at the UK Border

The Accounting Officer concluded that the programme is value for money and deliverable.
