There were 15 responses to the consultation. These were from authorised entities, collecting societies, and organisations representing rightholders.

There was general support for the implementation of the Marrakesh Directive. In most areas respondents supported the government’s proposed approach. This included the intention to make amendments in relation to all works and disabilities where possible. The government did not receive enough evidence to justify implementing a compensation mechanism. In light of this, it has decided not to do so.

The government would like to thank all respondents for their contributions.

Consultation description

In 2013, the World Intellectual Property Office (WIPO) agreed the Marrakesh Treaty. This Treaty aims to improve access to copyright-protected books for people who are blind, visually impaired or print disabled.

In 2017, the European Union published a Directive and a Regulation to implement this Treaty. This will come into force on 12 October 2018.

The government has launched a public consultation seeking views on how the UK should approach the implementation of the Directive.
