We received 273 responses to the original consultation and an additional 7 responses to the further short consultation.
We will be making amendments to the Marine Licensing (Exempted Activities) Order 2011 (as amended). The agreed changes to marine licence exemptions will come into effect at the earliest available opportunity.
Detail of feedback received
We received 273 responses to this consultation. Between 28 January and 1 February 2019, we sought further comments from the respondents. This was to clarify an ambiguity and to correct a minor error in the original consultation document.
We are considering all responses received and expect to publish the government response to the consultation by the end of March.

Consultation description
We want to know what you think of our proposed changes to marine licensing exemptions in marine areas. Marine licence exemptions mean that you don’t have to apply for a marine licence to carry out specific activities. We plan to add some new exemptions for:
- recovery of marine litter and abandoned, discarded or lost fishing gear by recreational divers
- use of vehicles or vessels to routinely remove marine litter by a Harbour Authority
- in-water hull cleaning of lightly fouled recreational vessels
We’re also seeking views on removing or amending other exemptions.
