Universal Credit and Child Tax Credit claimants: statistics related to the policy to provide support for a maximum of 2 children

Statistics about the policy that provides support for a maximum of 2 children in Universal Credit and Child Tax Credit, which came into effect in April 2017.

These publications show the number of claimants (single or joint households with any dependent children or young people) affected by the policy to provide support for a maximum of 2 children.

Changes to the July 2025 release

In the next release of the two-child policy statistics on 10 July 2025, we intend to add statistics based on the following:

  • the age of the youngest child in the household
  • demographic information of households, such as gender and ethnicity
  • receipt of other benefits, such as Disability Living Allowance and Personal Independence Payment
  • whether households are also affected by the benefit cap
  • the conditionality group of households
